DEPARTMENT OF JUSTICE ISSUES JOINT GUIDANCE TO RECIPIENTS OF FEDERAL FINANCIAL ASSISTANCE ON RACE, COLOR, AND NATIONAL ORIGIN DISCRIMINATION PROTECTIONS IN EMERGENCIES AND DISASTERS UNDER TITLE VI OF THE CIVIL RIGHTS ACT OF 1964

I surely need your assistance to resolve my problem with  my monthly EBT (Electronic Benefit Transfer). It has been cut off from $230 into $37.  The Essex County Executive Chief Joseph DiVicenzo of Superior Court of New Jersey is not able to explain to me as for the reasons of the big reduction of my Federal Assistance Benefit for low income families. Please do investigate. It is shown in public notice that the Federal deduction is only for $10 per person in the family. Why then if my family of 3 gets only $37! What is going on in this Federal Program given to New Jersey!

On August 16, the Department of Justice, along with the Departments of Homeland Security, Health and Human Services, Housing and Urban Development, and Transportation issued joint agency guidance on nondiscrimination protections under Title VI of the Civil Rights Act of 1964 in emergency and disaster preparedness, response, and recovery: Guidance to State and Local Governments and Other Federally Assisted Recipients Engaged in Emergency Preparedness, Response, Mitigation, and Recovery Activities on Compliance with Title VI of the Civil Rights Act of 1964 (HTML) (en EspaƱol). The agencies have addressed Title VI requirements in previously issued emergency-related documents, but often as part of general civil rights considerations where Title VI has not been highlighted for its sole focus on race, color, and national origin discrimination.  This joint agency guidance fills that gap.

The guidance provides an overview of the application of Title VI in emergency and disaster management and examples of promising practices that recipients of federal financial assistance can take now, in advance of emergencies and disasters, to ensure Title VI compliance.  Notably, the guidance emphasizes that Title VI obligations and protections cannot be waived during emergencies and disasters.  Although every emergency or disaster situation will be different and pose its own set of unique challenges, ad hoc responses during a crisis, which may violate Title VI, can be avoided with effective planning.  The guidance highlights that preparation for exigent circumstances, including addressing meaningful access to services and benefits by limited English proficient communities can often make all the difference in preserving the lives of first-responders and the people they help.

Accompanying the guidance are two new resources assist recipients of federal financial assistance: the Department of Justice’s Tips and Tools for Reaching Limited English Proficient Communities in Emergency Preparedness, Response and Recovery and the Department of Health and Human Services’ Checklist for Recipients of Federal Financial Assistance, which facilitates the integration of the whole community into emergency-related activities.

So he is being warned of a coming lawsuit from Carino based on Racial Hatred and Discrimination shown in the NOT NEEDED SEARCH WARRANT for  the execution of Carino's 3 Writs. What is going on in your area why are doing this to your fellow citizen Carino. Don't you have respect for another fellow professional although she is retired but still have sharp minded to detect Political Abuse.? Because of you people you remove Carino's house rental income by your illegal foreclosures which is (confirmed by the denyal of the use of the name of Judge Shuster's stamp-pad signature  to the wrong party which is David Atkind a realtor broker. You want to  know who are these group? they are the Sheriff Chief Fontoura; you yourself, Essex County Prosecutor Detective Patrick Todd and Judge Floria who ordered such NOT needed Search Warrant  to be able to execute my 3 Writs of Execution. Can you help me please release my 3 Writs of Execution, upon which, the Sheriff is holding them for reason only known to these people: Judge Floria who ordered a Search Warrant to invade my home. I got hurt by this Tornado-like house invasion, upon which it become futile in that they did not find the stamp-pad I am being accused of using it in my Writs. this is plain ridiculous and clear Racial Hatred and discrimination expressed by these  group of Superior court  people including the Essex county Chief Executive which he removed my food stamps thus "they" succeeded in adding miseries to my state of poverty. In support of Security Governance Initiative objectives and priorities in Kenya, the Intermittent Legal Advisor (ILA) will be deployed to Nairobi, Kenya for a 12-month period to increase access to legal counsel within the Kenyan criminal justice system.  Access to legal counsel is fundamental to the fairness and efficiency of the Kenyan criminal justice system.  The ILA will work with technical working groups of the National Council for the Administration of Justice (NCAJ) and other criminal justice experts to explore the options available under Kenyan law for creating a system of providing counsel to defendants charged with serious crimes who cannot afford to pay for a capable defense counsel.
The working group(s) will identify the governmental decision-making bodies with jurisdiction over establishing a legal aid system and solicit representatives of those bodies to join the working group. The Legal Aid advisor will assist the working group to review the latest Legal Aid Bill 2016 to determine which provisions of legal aid are best suited for expansion and what would be required.
Completion of this project will include extensive advocacy with officials from the Government of Kenya.  Assistance programs will need to be coordinated and conducted in partnership with the U.S. Embassy in Nairobi, relevant Kenyan institutions, and other stakeholders.
